PDFs can sometimes be converted into DWGs in Illustrator, a clipping mask might need to be released from the Object menu, from the File menu, Export, Export as... then choose AutoCAD drawing (dwg).

These DWGs can then be imported into SketchUp Pro and rotated to the correct view before being traced and pulled to produce a 3D detail model.
